Analysis of Legal and Financial Framework for Town Twinning

The analysis on the legal and financial framework for town twinning between Turkey and the EU will be conducted to lay the grounds for the Road Map on effective town twinning methodology. This legal and financial analysis will benefit from the relevant data to be collected during trainings, workshops, study visits, etc., as well as from project reports.

Road Map for Effective Town Twinning Methodology

A Road Map will be prepared for effective town twinning methodology in Turkey. Analysis of current situation and capacity development activities (workshops, trainings, study visits) will provide data and input for this Road Map.

The Road Map will include, among others, situational analysis (the analysis of the current situation in Turkey, as well as the current situation in the EU regarding town twinning activities), formulating the expected results (in particular, pertinent recommendations to local authorities and implementing institutions), the role and tasks of central and local authorities, possible milestones that could be carried out by the implementing institutions, and facilities for EU funds on Town Twinning projects. The Road Map will also serve as a sustainability strategy of the Project.
